Specialist in the field of organisation and implementation of international economic cooperation. He started his career in the Contractual and Legal Department of the Ministry of Foreign Trade. For more than 20 years he held expert and management positions in the central office of the Ministry and its foreign missions. He participated directly in organisation and conduction of interstate trade and economic negotiations, in the work of intergovernmental commissions and committees, preparation and signing of intergovernmental documents, commercial agreements and contracts at all levels. After ending his public service, he worked in a number of leading commercial and banking organizations of the Russian Federation, and represented the interests of foreign companies in Russia.

- In 1976, he graduated from Moscow State University named after M.V. Lomonosov. Department of Civil Law. Specialty - Jurisprudence.
- In 1981, he graduated from the All-Union Academy of Foreign Trade. Specialty - international economic relations.
